can an auto dealer keep my plate

More details to this question:
my car is at a car dealer i feel they didnt safely repair the vehicle i am 300 + miles away and just want my plates andthey refuse to give them and are now keeping the car in storage for $60 a day

No.  Call the police and say your plates have been stolen by the dealer.
